PEO Digital was born out of a strategic reorganization in 2020, when the Program Executive Office for Enterprise Information Systems (PEO EIS) was dissolved to form two specialized organizations: PEO Digital and Program Executive Office for Manpower, Logistics and Business Solutions (PEO MLB). This pivotal change was driven by a clear vision to enable the Navy to meet emerging digital demands with speed, precision, and flexibility.
“Our north star has always been mission impact. Every pilot, every metric, every line of code is judged by one question: does it make Sailors and Marines more effective? Five years in, the answer is a resounding yes, and we’re only getting started,” said Program Executive Officer Louis Koplin.
From day one, PEO Digital set ambitious goals: to streamline program delivery, embrace agile methodologies and put user experience at the center of its mission. The path was not without obstacles. Navigating shifting requirements, legacy systems and the complexities of a large organization posed significant challenges. But through resilience, innovation and a relentless focus on mission outcomes, PEO Digital overcame these hurdles and emerged as a leader in digital transformation.
Major Achievements Over the Past 5 Years
In just five years, PEO Digital has become a powerhouse of digital innovation within the DON. This transformation has been marked by major milestones in organizational structure, groundbreaking product launches and technological advancements that are reshaping how the Navy operates in the digital age.
PEO Digital’s ability to scale and sustain innovation is deeply tied to how the organization itself has evolved operationally, structurally and strategically. Today, PEO Digital operates 50% of all DON Enterprise Services, underscoring its critical role in delivering and sustaining capabilities that are foundational to mission success across the fleet and shore.
Pilots and Agile Delivery Models In its early days, PEO Digital leaned heavily on pilot programs to test ideas quickly and gather real-world feedback. These small-scale initiatives allowed the organization to learn fast, iterate often, and de-risk broader enterprise rollouts. This agile-first approach has since become core to how PEO Digital delivers capabilities across its portfolio.
Tech Horizons and World-Class Alignment Metrics (WAMs) Through the Tech Horizons initiative, PEO Digital created a strategic pipeline for identifying and integrating innovative technologies. This effort has been supported by the development of World-Class Alignment Metrics (WAMs), a framework that provides measurable benchmarks to ensure programs align with strategic objectives, user outcomes and enterprise standards.
Creation of the Neptune Cloud Management Office (CMO) The Neptune CMO was established to provide governance, coordination, and oversight for cloud-based capabilities across the Navy. By serving as a central authority for cloud service integration and management, the Neptune CMO ensures that cloud solutions are secure, scalable and aligned with Department of Defense (DOD) policy. It also plays a key role in enabling enterprise-level digital agility.
Notable Product Launches and Innovations
PEO Digital has led some of the DON’s most impactful modernization initiatives, delivering secure, scalable tools and services that enhance mission readiness and enable new ways of working.
Flank Speed Launched as a critical cloud-based productivity and collaboration environment, Flank Speed provides secure access to Microsoft 365 services across the Navy. It enables remote work, enhanced communication and enterprise-grade cybersecurity for hundreds of thousands of users anytime, anywhere. Notably, Flank Speed was the first offering in the DOD to be assessed and aligned with DOD zero trust activities, achieving this milestone three years ahead of the mandated deadline and setting the standard for secure collaboration at scale.
Hyperion A robust, cloud-based analytics platform, Hyperion empowers decision-makers with real-time data, advanced reporting and predictive insights. It’s a key enabler of the Marine Corps single warfighting network, supporting data-driven operations, financial management, readiness and logistics.
Nautilus Focused on logistics modernization, Nautilus simplifies supply chain processes and enhances asset visibility across the fleet. Its modular, user-focused design allows for rapid iteration and expansion as mission needs evolve.
Naval Enterprise Service Desk (NESD) NESD modernized IT support by consolidating disparate help desk systems into a single, enterprise-level service desk. Through automation, AI tools, and centralized ticketing, NESD has significantly improved user experience and reduced resolution times.
Commercial Solutions for Classified (CSfC) CSfC revolutionizes how classified information is secured and accessed by leveraging commercial technologies to provide layered encryption of robust protection, without relying on bulky traditional Type 1 devices. Designed for tactical environments, CSfC enables a single mobile device to securely handle both NIPR and SIPR communications, enhancing mobility, reducing hardware requirements and accelerating setup times. It improves operational and cyber resiliency, allows use outside traditional classified spaces while adhering to OPSEC and decreases cost per user by lowering fuel, labor and gear demands.
Teams Telephony To support modern communication needs, PEO Digital deployed Microsoft Teams Telephony, integrating voice calling into the Navy’s digital collaboration environment. This solution replaces legacy phone systems, enhances flexibility and streamlines secure communications.
Flank Speed Wireless (formerly Sailor Edge Afloat and Ashore) PEO Digital collaborated to provide a unified framework for delivering digital services both ashore and at sea via Flank Speed Wireless, bridging the gap between edge environments and enterprise infrastructure. Flank Speed Wireless supports secure application development, deployment and sustainment, enabling Sailors to access critical tools and data wherever they operate.
Naval Identity Services (NIS) NIS delivers modern, enterprise-wide identity, credential, and access management (ICAM) solution for the DON. It enhances cybersecurity by providing Sailors, Marines and civilian personnel with seamless, secure access to digital resources, while supporting zero trust architecture and improving auditability across systems.

DevSecOps Integration By embedding DevSecOps principles into its delivery pipelines, PEO Digital ensures continuous integration, continuous deployment and continuous security. This enables rapid iteration without sacrificing compliance or mission assurance.
Cloud-First Enterprise Architecture A cloud-first mindset has enabled greater flexibility, scalability and resilience in how digital capabilities are deployed. With Neptune CMO’s oversight, cloud adoption has become streamlined, standardized and secure.
User-Centered Design Throughout its portfolio, PEO Digital prioritizes the end user, building solutions with direct input from Sailors and mission personnel. This ensures that tools are not only functional but intuitive, impactful and mission-aligned.
Documented Efficiencies Through a dedicated continuous process improvement (CPI) program, PEO Digital has embedded a culture of operational excellence across its teams. Over the past four years, the organization has completed approximately 60 projects across its program and portfolios, driving over $212 million in cost avoidance and reinvestment. More than 450 civilian and military personnel have been trained in performance methodologies, helping to sustain a high-impact, data-driven approach to improving mission performance year over year.
Modernizing Resource Allocation A critical, often underappreciated, pillar of this transformation is a fundamental shift in how resources are aligned and applied. Moving away from heavy inertia and stove-piped funding lines, PEO Digital has embraced a far more agile and responsive approach to assigning dollars. This approach balances the stewardship of taxpayer funds with the imperative to meet evolving warfighter requirements. It not only accelerates the delivery of capabilities but also ensures that resources are directed where they are most impactful, enabling timely, mission-aligned outcomes in a dynamic defense landscape.
“Our model of ‘validating’ divestments as we flow work through Scaled Agile Release Trains is defined in our Should Cost Management Policy,” said Chief of Staff Patrick Truver. “That guides us towards efficient allocation of resources and bolstering purchasing power consistent with maximizing impacts of those dollars.”
Through these strategic evolutions, transformative solutions and enterprise innovations, PEO Digital has proven itself as a cornerstone of the DON’s modernized future. The foundation built over the past five years paves the way for even greater impact in the years ahead.
