Neptune is the DON’s gateway for the acquisition and delivery of cloud services. It provides guided access and information support to Department of Defense (DOD) cloud service offerings for DON customers and users. Recently, Neptune launched an upgraded cloud portal, delivering a redesigned interface and additional features focused on enhancing the customer experience. The team is now pushing out features and updates on a biweekly basis.
The newly upgraded Neptune Cloud Portal features:

There are a lot of cloud options – we help you plan your journey.”
Recently, Neptune supported Naval Information Warfare Center (NIWC) Pacific’s successful migration to the JWCC contract vehicle in support of the Naval Research & Development Establishment (NR&DE) Cloud, a GovCloud-hosted, FedRAMP-approved environment to develop and test new cloud capabilities for the warfighter. NIWC Pacific’s NR&DE Cloud provides cloud services across multiple classification levels, from the strategic shore-based cloud to the tactical edge. NR&DE Project Manager Cala Bubel said, “This milestone isn't just about technology; it's about leadership, cooperation and collaboration, and the pursuit of progress.”
The DON Cloud Policy, released in 2020, states that “cloud computing is the primary approach to transforming how the DON delivers, protects, and manages access to data and applications across all missions areas … [and] shall be adopted and consumed in such a way as to maximize its inherent characteristics and advantages”. It went on to direct a multi-cloud, multi-vendor strategy; maximized use of enterprise cloud services; and establishment of a cloud service management organization at the Program Executive Office for Digital and Enterprise Services (PEO Digital). This cloud service management office is to be the single DON gateway for acquisition and delivery of cloud services.
In June 2023, PEO Digital established the Neptune cloud management office to fulfill this task, and directed resources to accelerate cloud adoption. Serving as a naval office supporting both Marine Corps and Navy requirements, Neptune is dedicated to advancing governance, operations and support in alignment with the DON's digital transformation goals. This centralized approach ensures efficient management of cloud services consumption across the department while allowing naval organizations the flexibility to adopt cloud solutions tailored to their specific requirements.
“There are several ongoing initiatives across the DOD and DON to enhance the management of cloud computing capabilities. Neptune plays a pivotal role in enabling the Navy and Marine Corps to leverage cloud solutions effectively and cost-efficiently,” Mithun said.
